How should I do my hair and make-up?

I'm going to be a 'punk princess' for halloween. I have like this rocker tutu with suspenders, and a skull top underneath. Im going to wear plain black converse. But, I dont know how to do my hiar and make up. I know I should get like dark makeup and stuff. please include link if you can. The colors in my out fit are yellow, read, black and green. Thanks! :]
