I would like to know how to keep my 4 yr old grandson from exposing himself in public?

I don't think it is anything he is seeing it is normal for children to do this sort of thing. I think what you are doing is a good idea just don't overreact and punish him extremely like long drawn out time outs or things like that the more you react the more he is to get a negative image of his body
