If you could control your own country...?

It would be on the moon, population 5000, with nobody with an IQ under 120 allowed to join, and a PhD required for all adults. All labor would go into survival and scientific research. There would be no money, and all would live in the same size dorms, and eat in a cafeteria. There would be no taxes. People could visit from Earth for $1M per day or by invitation for visiting scientists. If you didn't work, you would be sent home, although long-term projects would be allowed by consensus vote. There are no laws except that you can be voted off by a simple majority.
